Zusammenfassung
Nach Erläuterung der gesellschaftlichen Bedeutung des öffentlichen Vermessungswesens für Deutschland werden die in Nordrhein-Westfalen für diesen Bereich geltenden Rechtsgrundlagen rechtssystematisch zugeordnet und die grundlegenden inhaltlichen Bestimmungen im Einzelnen aufgezeigt. Die Notwendigkeiten für die Novellierung der Rechtsgrundlagen werden herausgestellt; im Anschluss daran erfolgt anhand des nordrhein-westfälischen Katastermodernisierungsgesetzes, das im Februar dieses Jahres vom Landtag verabschiedet wurde, eine Erläuterung der Grundsätze der Modernisierung. Gleichzeitig wird auf die Notwendigkeit zur Erneuerung des Berufsrechtes der ÖbVermIng und des in NRW geltenden Rechts der Grundstückswertermittlung eingegangen.
Summary
At first the social importance of the public surveying and mapping for Germany is explained and for North Rhine-Westphalia the valid legal basis for surveying and mapping is assigned legal-systematically and the basic content regulations are indicated in detail. The necessity for the amendment of the legal basis is emphasized; after this the principles of the modernization are explained with the help of the Cadastral Modernization Law which passed the Landtag of North Rhine-Westphalia in February this year. In addition the necessity of further amendments of law in North Rhine-Westphalia is addressed, the occupational law of the ÖbVermIng and the law of the valuation of fixed assets.
